עַל הַזִּיקִין, וְעַל הַזְּוָעוֹת, וְעַל הַבְּרָקִים, וְעַל הָרְעָמִים, וְעַל הָרוּחוֹת, אוֹמֵר בָּרוּךְ שֶׁכֹּחוֹ וּגְבוּרָתוֹ מָלֵא עוֹלָם. עַל הֶהָרִים, וְעַל הַגְּבָעוֹת, וְעַל הַיַּמִּים, וְעַל הַנְּהָרוֹת, וְעַל הַמִּדְבָּרוֹת, אוֹמֵר בָּרוּךְ עוֹשֵׂה מַעֲשֵׂה בְרֵאשִׁית. רַבִּי יְהוּדָה אוֹמֵר, הָרוֹאֶה אֶת הַיָּם הַגָּדוֹל אוֹמֵר בָּרוּךְ שֶׁעָשָׂה אֶת הַיָּם הַגָּדוֹל, בִּזְמַן שֶׁרוֹאֶה אוֹתוֹ לִפְרָקִים. עַל הַגְּשָׁמִים וְעַל הַבְּשׂוֹרוֹת הַטּוֹבוֹת אוֹמֵר בָּרוּךְ הַטּוֹב וְהַמֵּטִיב, וְעַל שְׁמוּעוֹת רָעוֹת אוֹמֵר בָּרוּךְ דַּיַּן הָאֱמֶת:

Über Zikkim [Sterne, die das Firmament zu öffnen scheinen und die wie ein Pfeil von Ort zu Ort schießen; oder ein Stern, der einen langen Schwanz zu haben scheint] und Zevaoth [wenn die Erde zittert und rumpelt] und Blitze und Re'amim [Geräusche, die am Firmament von Wolken zu hören sind, die Wasser ineinander gießen, nämlich. (Jeremia 10:13): "Zum Klang seiner gießenden Wasserschätze im Himmel"] und über Winden [die stürmisch wehen und nur gelegentlich auftreten], sagt er: "Gesegnet ist der, dessen Kraft und Macht die füllen kann Welt." [Und wenn er es wünscht, sagt er: "Gesegnet ist, wer die Schöpfung macht", all dies sind Schöpfungsakte, nämlich. (Psalmen 135: 7): "Er machte Blitze für den Regen." Aber über Berge und Hügel usw. sagt er "Wer macht die Schöpfung", speziell; denn er kann nicht sagen: "Wessen Macht und könnte die Welt füllen", diese werden nicht auf der ganzen Welt gesehen, sondern jeder an seinem eigenen Ort.] Über Berge, Hügel, Meere, Flüsse und Wüsten sagt er: "Gesegnet ist Wer die Schöpfung macht. " R. Yehudah sagt: Wenn er den großen Ozean sieht [Oceanus, der die Welt umgibt], sagt er: "Gesegnet ist, wer den großen Ozean geschaffen hat" [ihm wird aufgrund seiner Weite und Bedeutung ein Segen an sich zuteil.] Dies ist so, wenn er es gelegentlich sieht [nach dreißig Tagen]. Über Regen und gute Berichte sagt er: "Baruch hatov vehametiv" ("Gesegnet ist, wer gut ist und Gutes tut") [Dies ist so, wenn er Land mit einem anderen gemeinsam hat, was impliziert: "wer ist gut (zu ihn) und tut Gutes (für andere) "; aber wenn er überhaupt kein Land hat, sagt er: "Wir danken dir, oh Herr, unser G-tt, für jeden Tropfen, den du für uns herabgebracht hast usw." English Explanation of Mishnah Berakhot

Rabbi Judah says: one who sees the Great Sea should say, “Blessed be He who made the Great Sea,” if he sees it at intervals. This is the second time that we have seen Rabbi Judah rule that blessings have to be specific to the situation. The first was in 6:1. Here too he distinguishes between the “Great Sea,” which is the Mediterranean and other seas. Over the former he recites a specific blessing, whereas over other seas in rivers he recites a more generalized blessing. However, he only recites this special blessing if he sees the Great Sea periodically, which the Talmud explains as being once in thirty days. One who sees the Great Sea every day does not bless every day.

על הגשמים – He recites the blessing, “Who Is Good and Does Good” as whomever possesses land in partnership with another, for this is implies "הטוב והמטיב"/Who is Good and Does Good”; – Good – for himself and “who does good”- for another; but he who lacks land altogether should say, “We give thanks to You, O LORD our God for every drop [of rain] that you have caused to fall for us, etc.” And if he owns land on his own, he makes the blessing, “שהחיינו/Who has Kept Us Alive.”
