הַקֹּמֶץ וְהַלְּבוֹנָה, שֶׁהִקְרִיב אֶת אַחַד מֵהֶן בַּחוּץ, חַיָּב. רַבִּי אֶלְעָזָר פּוֹטֵר עַד שֶׁיַּקְרִיב אֶת הַשֵּׁנִי. אֶחָד בִּפְנִים וְאֶחָד בַּחוּץ, חַיָּב. שְׁנֵי בְזִיכֵי לְבוֹנָה, שֶׁהִקְרִיב אֶת אַחַד מֵהֶן בַּחוּץ, חַיָּב. רַבִּי אֶלְעָזָר פּוֹטֵר, עַד שֶׁיַּקְרִיב אֶת הַשֵּׁנִי. אֶחָד בִּפְנִים וְאֶחָד בַּחוּץ, חַיָּב. הַזּוֹרֵק מִקְצָת דָּמִים בַּחוּץ, חַיָּב. רַבִּי אֶלְעָזָר אוֹמֵר, אַף הַמְנַסֵּךְ מֵי חָג בֶּחָג בַּחוּץ, חַיָּב. רַבִּי נְחֶמְיָה אוֹמֵר, שְׁיָרֵי הַדָּם שֶׁהִקְרִיבָן בַּחוּץ, חַיָּב:
[If] one offered outside [the Temple courtyard] either the <i>Kometz</i>, or the frankincense, he is liable; Rabbi Elazar exempts him unless he offers the second one [that is, both of them]. If he offered one inside and one outside, he is liable. If he offered outside one of the two bowls of frankincense [from the <i>Lechem HaPanim</i> [twelve specially shaped unleavened loaves offered each Shabbat on the golden table in the Temple]], he is liable. Rabbi Elazar exempts him unless he offers the second one. If he offered one inside and one outside, he is liable. One who dashes some of the blood outside is liable. Rabbi Elazar says: Even one who pours the water libation of the festival outside is liable. Rabbi Nechemia says: If one offered the remainder of the blood outside he is liable.

There, we have stated: “Rebbi Eleazar says, also one who pours a libation of water on Tabernacles outside of the Temple is liable.” Rebbi Joḥanan said, the entire system of Rebbi Eleazar is the system of his teacher Rebbi Aqiba. Just as Rebbi Aqiba said, the water libation is a word from the Torah, so Rebbi Eleazar is saying, the water libation is a word from the Torah. There are Tannaim who state in the name of Rebbi Eleazar, it is necessary that the filling be for the holiday; there are Tannaim who state in the name of Rebbi Eleazar, it is not necessary that the filling be for the holiday. He who said, it is necessary that the filling be for the holiday, Rebbi Eleazar following Rebbi Aqiba; he who said, it is not necessary that the filling be for the holiday, Rebbi Eleazar following the rabbis. This you cannot say since Rebbi Joḥanan said, the entire system of Rebbi Eleazar is the system of his teacher Rebbi Aqiba. Just as Rebbi Aqiba said, the water libation is a word from the Torah, so Rebbi Eleazar is saying, the water libation is a word from the Torah. What is the difference between them? Rebbi Ze`ira said, only if he poured three log inside and three log outside. There are Tannaim who state, there is prescribed measure; there are Tannaim who state, there is no prescribed measure. He who said that there is prescribed measure, not liable; he who said there is no prescribed measure, liable.
