רַבִּי אֱלִיעֶזֶר בֶּן יַעֲקֹב אוֹמֵר, כָּל עַכָּבָה שֶׁהִיא מִן הָאִישׁ, כְּאִלּוּ הִיא אִשְׁתּוֹ. וְכָל עַכָּבָה שֶׁאֵינָהּ מִן הָאִישׁ, כְּאִלּוּ אֵינָהּ אִשְׁתּוֹ:

R. Eliezer b. Yaakov says: (With) any detention (of the woman) which comes from the man — it is as if she is his wife. And (with) any detention which is not from the man — it is as if she is not his wife. [If he gave her a get, this is "detention" which comes from the man. For her not having exercised the miun option shows that her "detention" with him stemmed from (her desire to remain with) him. If she did exercise the miun option, this is "detention" which does not come from the man, her "detention" with him having stemmed from her desire to remain with him.
